Outrigger Impact has reached a first close on Outrigger Impact Fund I, a blended finance vehicle providing equity and debt financing to blue economy businesses across Small Island Developing States, with cornerstone junior commitments from the Nordic Development Fund and the Luxembourg-European Investment Bank Climate Finance Platform alongside the Trafigura Foundation. The fund is targeting USD 100mn, with a final close anticipated in 2027.
The capital will finance businesses in circular economy, sustainable fisheries, ecosystem restoration, coastal resilience and climate-smart infrastructure, extending to distributed clean energy, energy efficiency and low-carbon shipping where these strengthen island resilience. It aims to benefit at least two million people, support more than 12,500 jobs, avoid one million tonnes of CO₂ emissions and enhance the resilience of more than 100,000 hectares of natural ecosystems, helping close the estimated USD 10bn annual adaptation finance gap for islands.
The vehicle pairs a catalytic junior tranche, backed by development finance institutions and philanthropic partners, with a senior tranche for private investors seeking financial returns and measurable impact. It is complemented by the Outrigger Technical Assistance Facility, which provides grants and concessional financing to bring early-stage island projects to investment readiness and is already active across the Caribbean, Indian Ocean and Pacific.
